Almost a year ago Nat Rothschild wondered with a tweet, how the British company BP_plc is able to evade the blockade of sanctions promoted by the European Union and the United States against Russia. Obviously, that tweet has since been deleted.

The Russian energy giant Novatek has signed a series of supply and construction contracts with international partners for its ambitious Arctic plant for the liquefaction of natural gas, according to the company.
Despite the constant threat of US sanctions, the Italian company Nuovo Pignone, owned by the American multinational conglomerate General Electric, has signed a 500 million dollar agreement for the supply of gas turbines for the new structure. Arctic LNG 2 is the second Novatek gas liquefaction plant in the Arctic region. Another contract worth $ 2.2 billion for the construction of platforms was signed with the Italian energy contractor Saipem and the Turkish Renaissance company.
According to the terms of the first agreement, the GE subsidiary will supply 20 LM9000 gas turbines with a capacity of up to 75 megawatts, built on the basis of Boeing 777 engines, reports the Russian newspaper Kommersant. According to media reports, the company won the contract outperforming bidders like Siemens and Mitsubishi.
Although Novatek, Russia’s largest privately owned natural gas producer, has been subject to US financial sanctions since 2014, supplies of equipment for LNG projects are currently not targeted by sanctions. The company managed to bypass the measures by changing its financing in euros from four-year-old dollars. Novatek also won $ 12 billion in Chinese funding to replace Western funding.

BP_plc  (British Petroleum) did not receive any sanctions in the United States despite being the owner (with a 19.75% stake) of Rosneft, a Russian energy company.

BP and Rosneft agree a strategic cooperation in the gas business

This press release was issued jointly by BP and Rosneft.
Rosneft and BP today signed an agreement on strategic cooperation in the gas sector and a memorandum of understanding (MoU) on the sale and purchase of natural gas in Europe. The documents were signed at the 21st St. Petersburg International Economic Forum (SPIEF).
The two companies have agreed to develop integrated cooperation in the gas sector and aim to jointly implement gas projects in Russia and abroad focused on gas exploration and production, LNG production, supply and marketing.
Rosneft and BP also reconfirmed their mutual interest in cooperation in European gas marketing. According to the MoU, the wholly owned subsidiary of BPneft and BP, BP Gas Marketing Limited, will enter into a long-term sale and purchase agreement for the supply of natural gas produced by Rosneft to ensure the supply of additional Russian gas supplies to the European markets starting in 2019. This memorandum is another milestone in the development of strategic cooperation between Rosneft and BP.
Rosneft is already the largest independent gas producer in Russia and intends to further increase production levels in the coming years,” said Rosneft CEO Igor Sechin. “The collaboration with BP would provide Rosneft with a new channel for efficient gas monetization and the conditions required for the development of a new resource base, including the difficult recovery of gas reserves.”
“BP is pleased to extend its ongoing relationship with Rosneft through this agreement,” added BP Russia president David Campbell. “Switching to gas is one of the pillars of BP’s strategy. It is important to meet the growing demand for cleaner energy. Gas is a growing percentage of BP’s portfolio and by the middle of the next decade we expect that around 60% of our production will be gas, compared to around 50% today. ”
The parties agree that the Russian state’s support for an effective gas supply mechanism is the key to the successful implementation of the MoU.

BP_plc owns 19.75% of Rosneft Shares and is not the majority shareholder. So Rosneft’s operations are INSIDE the sanctions package to Russian companies promoted by the United States and the European Union.

European Council :

-Limiting access to EU primary and secondary capital markets for some Russian banks and companies.
– To impose a ban on exports and imports on the arms trade
– Establish an export ban on dual-use items for military use or for military end-users in Russia.
Reduce Russia’s access to certain technologies and sensitive services that can be used for oil production and exploration .

The sanctions have now been extended until January 2020.

However, if the British, (or part Russian) BP can skip the heavy sanctions against Russia, then any nation in the world MUST and CAN DO THE SAME.

Justice.Gov:

A recent unsealed substitute investigation accuses Russian and Italian citizens, a citizen of the United States and various companies, Italian and Russian, of conspiracy to evade international trade sanctions .

The US district court for the southern district of Georgia proceeded December 2, 2019, accusing two Russian citizens, two Italian citizens, an American citizen and various companies of having violated and conspired against the violation of the International Emergency Economic Powers Act ( IEEPA) and Export Control Reform Act of 2018 (ECRA), conspiracy to commit cable fraud and conspiracy to commit money laundering.

The accusation, which came in October 2019 from a large federal jury in Savannah, Georgia, charges against Oleg Vladislavovich Nikitin; KS Engineering (KSE), based in Russia, of Nikitin; KSE employee Anton Cheremukhin; Gabriele Villone; GVA International Oil and Gas Services (GVA), an Italian company based in Villone; and GVA employee Bruno Caparini, with violation and conspiracy to violate IEEPA / ECRA. Furthermore, the aforementioned defendants, Dali Bagrou and the US company Mining and Oil Supply (WMO), based in the United States and Bagrou, are accused of conspiracy to commit telephone fraud and conspiracy to commit money laundering. Nikitin, Villone and Bagrou were all arrested in Savannah, Georgia, while attempting to complete the illegal transaction and awaiting trial.

We have repeatedly solicited the U.S. Attorney  to proceed against similar conspiracies. Although, this is a first step forward and the fact remains that  BP_plc still has not undergone any legal proceedings. Really alarming.
